Portable Appliance Testing

Under the Safety, Health and Welfare at Work (General Applications) Regulations 2007 S.I. 299, it is now a requirement under Irish law that all businesses’ are obliged to carry out PAT Testing on all portable appliances to ensure the Safety and Welfare of both employees and customers. The onus to carry out PAT Testing now falls entirely at the feet of the employer who is 100% responsible. In order to comply with regulations records must be kept for at least five years for random spot checks carried out by the HSA.

Irish Insurers/Underwriters are now requesting proof that all portable appliances comply with the legislation prior to the renewal of existing or commencement of new policies. From 1st November, 2007, the Safety, Health and Welfare at Work (General Applications) Regulations S.I. 299, section 81 states that an employer shall ensure that –

  • Portable equipment is maintained in a manner fit for safe use and portable equipment which is –
    • Exposed to conditions causing deterioration liable to result in danger
    • supplied at a voltage exceeding 125 volts alternating current, is
      1. visually checked by the user before use
      2. periodically inspected by a competent person, appropriate to the nature, location and use of the equipment
  • An employer shall ensure, where appropriate, that a competent person tests any portable equipment described above
  • Certifies whether or not the portable equipment (including any cables and plugs) was, on the day of test, as far as could reasonably be ascertained, safe and without risk to persons coming into direct or indirect contact with any live part of the equipment

What equipment should be tested?

The regulations cover all items of in-service electrical equipment; this includes all movable items connected to the mains supply by 3A or 13A BS1363 plugs, EN60309-2 computer IEC leads industrial plugs this includes three phase 32A and 16A plugs. In addition to being responsible for the Safety of their own portable appliances, companies are also responsible for electrical equipment brought on site by employees and contractors.

What does the test consist of?

All work is carried out in accordance with the Electro-Technical Council of Ireland guide ET 215:2008 and the Institute of Electrical Engineers (IEE) code of practice with the best quality, specialized, calibrated equipment and software available. Our engineers are qualified and have The National Association of Professional Inspectors and Testers (NAPIT) certification

Our testing service includes the following benefits for 240v and 110v and 16A and 32A plug three phase appliances:

  • All labeling
  • Testing when there is only a 110v supply available
  • Ability to perform the full range of 110v tests. (Most testers cannot do this)
  • All Visual and Electrical PAT tests. I.e. earth bond, insulation test and leakage test all IT equipment is tested at 100mA.
  • Minor repairs where possible, (i.e. rewire plugs; tighten loose screws / covers etc.)
  • Free Standard 13A plug and fuse replacement where required
  • New 16A and 32A 110v plugs and sockets fitted at cost where required
  • Replace/Repair faulty leads where possible
  • No charge for re-testing repaired items
  • Certificate of compliance with Reg 81 General Application Regulations 2007
  • Full detailed certificates on all appliances tested in a A4 folder

Cost of the above service for one off testing is as follows:

  • Standing Charge is €100.00.
  • For testing out of normal working hours €150.00
  • Testing on Saturday or Sunday €200.00
